Adopted in 2021, UNESCO's Recommendation on the Ethics of Artificial Intelligence serves as the first global standard for AI governance, endorsed by all 193 member states. It emphasizes human rights, dignity, and environmental sustainability, advocating for transparency, accountability, and human oversight in AI systems. The Recommendation outlines 11 key policy areas, including data governance, gender equality, education, and public awareness, to guide nations in implementing ethical AI practices. UNESCO
To support its adoption, UNESCO has developed tools such as the Ethical Impact Assessment (EIA) and the Readiness Assessment Methodology (RAM). These instruments help governments and organizations evaluate AI systems' alignment with ethical standards and assess their preparedness for responsible AI deployment. Additionally, initiatives like the Women4Ethical AI platform aim to promote gender equality in AI development and ensure diverse representation in the field.
